activation: Preserve /etc/groups upon reboots.

This is a followup to e2fcc23.  The /etc/group file would be cleared
when booting.

* guix/build/activation.scm (activate-users+groups)[touch]: Rewrite so
  it does not wipe out FILE's contents.
