utils: Factorize XDG directory handling.

* guix/ui.scm (config-directory): Remove.
* guix/utils.scm (xdg-directory, config-directory): New procedures.
(cache-directory): Rewrite in terms of 'xdg-directory'.
* guix/scripts/substitute.scm (%narinfo-cache-directory): Pass #:ensure?
 #f to 'cache-directory'.
