gnu: tbb: Fix building on powerpc-linux.

* gnu/packages/tbb.scm (tbb)[arguments]: Adjust configure-flags when
building for powerpc-linux to always link to libatomic and use the low
resources tests.  When building for powerpc-linux skip 3 tests.
