gnu: wireshark: Update to 4.0.0. 

* gnu/packages/networking.scm (wireshark): Update to 4.0.0.
[arguments]<#:phases>: Skip checks differently, as the previous way doesn't
work anymore.
[inputs]: Add pcre2.
