[arguments]: Rename ‘remove-more-tests’ phase to ‘remove-network-tests’.
Identify the tests by name instead of by content.
* gnu/packages/patches/dhall-remove-network-tests.patch: Delete file.
* gnu/local.mk (dist_patch_DATA): Remove it.
