This fixes impurities with non-chroot builds on LFS-style distros.
* distro/packages/base.scm (binutils): Pass `--with-lib-path'.
(gcc-4.7): Pass `--with-local-prefix'.
* distro/packages/make-bootstrap.scm (%binutils-static): Pass
`--with-lib-path'.
