Ludovic Courtès e793178adb build: Generate a ChangeLog file upon "make dist".

* Makefile.am (sync-synopses): New rule, formerly `dist-hook.
  (gen-ChangeLog): New rule.
  (dist-hook): Depend on these two targets.
